What accessibility means

Accessibility means people with disabilities can obtain information, use services, and participate with independence and dignity. It includes buildings, websites, documents, devices, communication, and the way services are delivered.

A disability may affect vision, hearing, movement, dexterity, speech, learning, memory, attention, or other aspects of daily life. Needs can overlap and change. Avoid assuming that everyone with the same diagnosis uses the same technology or wants the same assistance.

Design and accommodations

  • Accessible design removes barriers in a product or environment before someone encounters them.
  • Usability asks whether people can accomplish their goals effectively. A technically conforming page can still be difficult to understand.
  • Universal design considers a broad range of users from the start.
  • Individual accommodations address a person’s specific needs. They remain important even when general standards have been met.

Look at the whole journey

Imagine attending a public meeting. You need to find the event, register, request communication support, locate the entrance, move through the venue, understand the presentation, and obtain the materials afterward. A barrier at any step can prevent participation.

  • Publish accurate information about accessible entrances, transit, parking, restrooms, and accommodation arrangements.
  • Make registration and confirmation messages accessible.
  • Provide accessible presentation materials ahead of time when possible.
  • Plan physical access, captions, assistive listening, and other requested support together.
  • Offer more than one practical way to obtain help.

Everyday practices

  • Ask before helping and respect the answer. Speak directly to the person.
  • Provide clear instructions and enough time to respond.
  • Ask what format or communication method works for the individual.
  • Train staff to handle access requests respectfully and promptly.
  • Keep accessible routes and equipment usable, and communicate temporary changes.
